Abstract
Este estudio tuvo como finalidad diagnosticar las principales barreras que dificultan la
aplicación del Sistema de Evaluación de Desempeño gerencial y administrativo en la Empresa
Nacional de Energía Eléctrica (ENEE), para ello, se realizó trabajo de campo con el propósito de
conocer la situación en torno a la implementación del sistema y los factores que inciden en su
adopción, el estudio se desarrolló bajo un enfoque cuantitativo con alcance descriptivo y
correlacional, lo que permitió se identificar características más relevantes de las barreras
tecnológicas, organizacionales y humanas, Se empleo un diseño no experimental transversal , en
el cual no se manipularon las variables; la técnica aplicada fue la encuesta, utilizando como
instrumento un cuestionario dirigido al personal involucrado en el proceso de evaluación.
Los resultados evidenciaron que el 67% de los participantes considera que existen
limitaciones en la infraestructura tecnológica, mientras que el 50% señala resistencia al cambio
por parte del personal y el 67% indica falta de capacitación adecuada, finalmente, se determinó
que estas barreras tienes una correlación positiva con el retraso en la implementación del sistema,
con un nivel de confianza del 75% y un 25% de probabilidad de error. Se concluye que, aunque
existe disposición para mejorar el proceso, las limitaciones tecnológicas y la falta de formación
afectan significativamente la eficiencia del sistema, por lo que se recomienda fortalecer la
infraestructura digital, implementar programas de capacitación y estrategias de comunicación
efectiva.
Thys study aimed to diagnose the main barriers that hinder the implementation of the Virtual Performance Evaluation System for Managerial and Administrative at the Nacional Electric Energy Company (ENEE), 2025. Fielwork was conducted to understand the current situation regarding the system´s implementation and the factors influencing its adoption. The study was carried out under a quantitative approach with a descriptive and correlational scope, which allowed the identification of the most relevant characteristics of technological, organizational, and human barriers. A non-experimental cross-sectional design was employed, in which variables were not manipulated; the applied technique was a survey using a questionnaire directed at personnel involved in the evaluation process. The results showed that 67% of participants believe there are limitations in technological insfrastructure, 50% report resistance to change among staff, and 67% indicate a lack of adequate training. Finally, it was determined that these barriers have a positive correlation witch delays in system implementation, with 75% confidence level a 25% margin of error. It is concluded that, although there is willingness to improve the process, technological limitations and lack of training significantly affect system efficiency. Therefore, it is recommended to strengthen digital insfrastructure, implement training programs, an develop effective communication strategies.
