Abstract
La Secretaría de Relaciones Exteriores y Cooperación Internacional es una institución
gubernamental que está obligado en la creación y ejecución de una Unidad de Modernización, que
tiene su origen de conformidad con la Ley General de la Administración Pública; con el fin de
capacitar y colaborar con el demás departamento en diseñar, validar y actualizar los manuales de
procesos impulsando la mejora continua. Actualmente La Secretaría de Relaciones Exteriores, no
cuenta con una Unidad de Modernización (UDEM), la cual debe de ser aplicable para eliminar
muchas dificultades que están ocasionando e interfiriendo a los funcionarios en las labores diarias
que desempeñan, restringiendo el cumplimiento de los controles internos institucionales,
incrementando la duplicidad de funciones, obstaculizando el cumplimiento de las obligaciones
ante los entes reguladores; por lo tanto, se observó una necesidad y se documentó una “propuesta
para la reactivación de la unidad de modernización en SRECI”, la cual estará formulada según los
datos obtenidos del presente informe de investigación, orientada a una nueva estructura
organizacional con nuevos perfiles de puesto para la Unidad, formulando un plan de acción de
capacitación, para lograr mejores índices del desempeño del capital humano y cumplimiento de
metas. Además, se presentará la actualización de cinco procesos descritos en el Manual de
Procesos y Procedimientos, mejorando ocho procesos a documentar que no se encuentran
detallados actualmente, con el fin de permitir realizar cambios continuos, preservar los
conocimientos de los funcionarios a través del tiempo, permitir la sistematización y
estandarización en la realización de las actividades.
The Ministry of Foreign Affairs and International Cooperation is a government institution mandated to establish and implement a Modernization Unit, in accordance with the General Law of Public Administration. The purpose of this unit is to train and collaborate with other departments in designing, validating, and updating process manuals to promote continuous improvement. Currently, the Ministry of Foreign Affairs does not have a Modernization Unit (UDEM), which should be implemented to eliminate various difficulties that are affecting and hindering officials in their daily tasks. This absence restricts compliance with institutional internal controls, increases the duplication of functions, and obstructs fulfilling obligations to regulatory bodies. Consequently, a need was identified, and a "Proposal for the Reactivation of the Modernization Unit in SRECI" was documented. This proposal is formulated based on the data obtained from the current research report and is oriented towards a new organizational structure with new job profiles for the unit. The proposal also includes an action plan for training to achieve better performance indicators for human capital and goal fulfillment. Additionally, it presents the update of five processes described in the Manual of Processes and Procedures, improving eight undocumented processes currently, aiming to enable continuous changes, preserve officials' knowledge over time, and allow for systematization and standardization in performing activities.
