Abstract
Este trabajo se desarrolla como requisito de graduación para optar al grado de maestría en Administración de Proyectos. Tiene como finalidad identificar y analizar los factores que inciden en los retrasos de las obras de infraestructura educativa financiadas con fondos internacionales en Honduras. La metodología aplicada combina un enfoque mixto, con técnicas cuantitativas y cualitativas, mediante la aplicación de encuestas y entrevistas a profesionales y expertos vinculados a la ejecución de proyectos. Los resultados señalan que los retrasos principalmente son generados por deficiencias en la planificación técnica, procesos administrativos burocráticos, limitaciones en la gestión documental, en la disponibilidad de recursos financieros y falta de mecanismos de supervisión y rendición de cuentas. El análisis estadístico incluyó prueba de fiabilidad. Con base a los hallazgos, se propone un plan de fortalecimiento de la gestión administrativa y técnica para mejorar la eficiencia y eficacia de las obras de infraestructura educativa en el país.
This work was developed as a graduation requirement to obtain a master’s degree in project management. Its purpose is to identify and analyze the factors that contribute to delays in educational infrastructure projects financed with international funds in Honduras. The methodology applied combines a mixed approach, with quantitative and qualitative techniques, through surveys and interviews with professionals and experts involved in project implementation. The results indicate that delays are caused by deficiencies in technical planning, bureaucratic administrative processes, limitations in document management, lack of financial resources, and the absence of effective supervision and accountability mechanisms. The statistical analysis included a reliability test. Based on the findings, a plan is proposed to strengthen administrative and technical management to improve the efficiency and effectiveness of educational infrastructure projects in the country.
