Results-based management: an approach for budget planning for the Municipality of La Ceiba

| dc.description | Introduction. The results-based management model includes an approach of the five management cycle pillars. The study aim was to design a budgeting and planning model for public resources, to promote compliance with public policies in response to social and administrative needs. Methods. The study had a mixed research approach, in which the following instruments were used: questionnaire and in-depth interview. The study participants were 30 operational professionals and 5 informants section managers of the Municipality of La Ceiba. This allowed to collect information directly from the collaborators. Results. The municipality staff indicated that 39% (12/30) do not know if there is a relationship between the Annual Operating Plan and the National Plan and Country Vision, while 30% (9/30) and 26% (8/30), respectively, said they agreed and fully agreed that there is a relationship between both plans. Likewise, through the testimonial opinions collected, it was determined that the social needs in the city are not effectively addressed, arguing lack of budget on the part of the State. Conclusion. There is a need to design a proposal for results-based management, which includes attention to social needs and promotes the development of results-based budget, adaptable to the Municipality of La Ceiba. | en-US |
| dc.description | El modelo de gestión basado en resultados cuenta con un enfoque de los cinco pilares del ciclo de gestión. El objetivo del estudio fue diseñar un modelo de presupuestación y planificación de los recursos públicos, para el cumplimiento de las políticas públicas en atención a las necesidades sociales y administrativas. Métodos. Se hizo una investigación mixta, utilizando como instrumentos un cuestionario y entrevista a profundidad. Los participantes del estudio fueron 30 profesionales operativos y 5 informantes de jefes de sección de la Municipalidad de La Ceiba. Esto permitió recopilar información directamente de los colaboradores. Resultados. El personal de la municipalidad sustentó que el 39% (12/30) no saben si existe relación entre el Plan Operativo Anual y el Plan de Nación y Visión de País, mientras el 30% (9/30) y el 26% (8/30) respectivamente, opinaron estar de acuerdo y totalmente de acuerdo que existe relación entre ambas planificaciones. Asimismo, a través de las opiniones testimoniales recabadas se determinó que no se atiende de manera efectiva las necesidades sociales en la ciudad, argumentando la falta de presupuesto por parte del Estado. Conclusión. Es necesario diseñar una propuesta de gestión basada en resultados, que contenga atención de las necesidades sociales y que promueva el desarrollo del presupuesto basado en resultados, adaptable a la Municipalidad de La Ceiba. | es-ES |
